Are there special 1031 Exchange rules or regulations for Arizona or New Mexico?

No special 1031 Exchange rules. AZ / NM follow the Federal rules.

What if my Replacement Property is less than my sales price of my Relinquished Property?

This is called a Partial Exchange. You will defer some of the tax and pay on the amount that you didn’t. You should discuss with your CPA/Tax Advisor if doing a Partial Exchange is beneficial to you.

Where can I 1031 Exchange? Can I buy out of state?

Anywhere is the United States including five out of the seven US territories.
